Borough Clerk

The Borough Clerk keeps official Borough records, issues licenses, serves as the liaison between the Borough and elected officials and administers all elections.  The Borough of Magnolia has entered into a mutually beneficial shared services agreement with the Borough of Stratford for Borough Clerk services.  This agreement results in a savings for both Boroughs.

Vital Statistics

The Borough Clerk serves as the register of vital statistics.  The Clerk's Office processes requests for certified copies of vital records of events that occurred in the Borough.  The following events are filed with the Borough Clerk:

 

  • Birth Certificates

  • Marriage Licenses (appointment required)

  • Death Certificates

  • Landlord Registration

Certified copies can be requested through the Clerk's Office.  Certified copies of marriage, birth and death certificates will only be released to persons of legal age who are:

 

  • Subject of the Form

  • Parent of Subject

  • Legal Guardian of Subject

  • Spouse of Subject

  • Child of Subject

  • Grandchild of Subject

  • Sibling of Subject

Certified copies can also be requested by:

 

  • Court Order

  • Government Agency for Official Purposes/Emergency Circumstances

Requesters must show photo identification; if the photo identification is deemed not sufficient--or you do not have a photo identification, you will need two proofs of identification.

 

Elections

The Borough Clerk administers all elections held within the Borough.  Residents can register to vote and obtain absentee ballots from the Clerk.

 

General Information:

  • Registered Voters, must be 18 years of age and a citizen of the United States

  • Registration of new voters is required prior to the 28th day preceding the election

  • The Primary Election is held the first Tuesday following the first Monday of the month of June

  • The General Election is held the first Tuesday following the First Monday in the month of November

Official Records

The Borough Clerk is the official custodian of Borough records. 

 

The Open Public Records Act provides procedures for the public (the "requester') to review or copy government records. This Records Note provides a summary of these procedures and guidance for requesting records.

To access government records, a requester must determine which records he or she wishes to see or copy, and then determine which public agency holds them. OPRA applies to requests for records, not request for isolated facts. The requester should ask the custodian of records for help in identifying what public record is likely to contain the information or facts being sought.

In order to be considered a valid request under OPRA, the request must identify the specific record(s) desired, the request must be submitted to the records custodian of the public agency that has the record, and that agency's records request form must be used to ask for the record.

 

The Borough of Magnolia provides public documents such as meeting agendas, minutes and reports online as a convenience for our residents.  The documents presented online can be downloaded onto your computer and viewed using Adobe Acrobat Readers.  These copies are considered unofficial and cannot be printed.  Residents or other individuals wishing to obtain an official copy should contact the Borough's records custodian and submit an Open Public Records Act Request Form.
